How the Customs Clearance Process Works

    Commercial invoice, packing list, transport documents (CMR/AWB/bill of lading), certificates of origin.

    HS code classification
    We determine the 10-digit HS code for each product. The correct code is the foundation of accurate duty calculation.

    Customs duty calculation
    We calculate import duty (EU rate), VAT 22% and excise (if applicable) based on the CIF customs value.

    Declaration submission
    We submit an electronic customs declaration via the COMPLEX system to the Estonian Tax and Customs Board.

    Customs control
    If required — physical inspection of goods. We accompany the cargo during inspection.

    Goods release
    We receive the release authorisation. Goods are released into free circulation in the EU.

Goods Classification and Duty Calculation

Correct HS code classification is the key factor in customs clearance. A classification error results in additional duty assessments, penalties and release delays. Our specialists have worked since 1996 with a wide range of goods from China: electronics, textiles, machinery, chemicals, foodstuffs.

We assist in obtaining Binding Tariff Information (BTI) from EU customs authorities for disputed product classifications.

Customs at Muuga Port — Fast and Cost-Efficient

Our warehouse is located directly within the Muuga port zone. This means that after unloading, cargo goes immediately under customs control — with no additional transport to a bonded warehouse, saving 1 to 3 days and reducing haulage costs.

For regular importers we offer simplified procedures and pre-arrival declarations filed before the vessel arrives.

How much does customs clearance cost per shipment?
Cost depends on the number of product lines in the declaration and cargo complexity. Base rate from €80–150 per declaration. Send us the invoice for an exact calculation.
What documents are needed for import customs clearance?
Commercial invoice with CIF value, packing list, transport document (CMR/AWB/bill of lading), certificate of origin (if available). For some goods — CE or conformity certificates.
Can customs clearance be processed before cargo arrives?
Yes. For sea cargo we accept documents 48–72 hours before vessel arrival. This allows release on the day of unloading.
Do you handle goods requiring permits or certificates?
Yes. We advise and assist in obtaining FITO licences, veterinary permits, CE certificates. We work with dual-use goods with appropriate authorisations.
