NTN EST OÜ is a licensed customs representative in Estonia since 1996. We file import, export and transit declarations via the COMPLEX system of the Estonian Tax and Customs Board. Our own warehouse at Muuga port allows cargo to be held under customs control until formalities are completed.

How customs clearance works

You provide: commercial invoice, packing list, transport documents (B/L, AWB, CMR) and certificates (if required). - 2Pre-clearance
We review documents, determine HS codes, and calculate duties, VAT and excise in advance. - 3Declaration submission
We prepare and submit the declaration in COMPLEX to EMTA — on the day of arrival or in advance (prior entry). - 4Customs inspection
If required, a physical inspection or request for additional documents. We accompany the inspection. - 5Release
After EMTA authorisation, the cargo is released for free circulation. We hand over the closed customs documents.
Bonded Warehouse and Temporary Storage at Muuga
NTN's own warehouse at Muuga port operates as a Type C bonded warehouse. Cargo can be held under customs control for days to 5 years without paying import duties — until released for free circulation or re-exported.
This is ideal for importers who clear goods in batches to order, for transit cargo awaiting onward shipment, and for seasonal goods with variable demand.

Customs Duty Calculation in the EU / Estonia
Main components
- Customs duty — rate from the EU Combined Nomenclature (CCT), depends on HS code.
- Import VAT — 22% of customs value + duty (Estonian rate).
- Excise duty — applies to alcohol, tobacco, fuel and energy products.
- Anti-dumping duty — for certain goods from China (steel, electronics, chemicals).

Calculated on the CIF basis (cost + insurance + freight to EU border). We can advise on lawful customs value optimisation within EU legislation.
